Converting Local Time to Universal Time
Take local date and time (Monday, June 1, 1997, 9:30 pm EDT) and put
into 24-hour time ( = Monday, June 1, 1997, 21:30 EDT)
Add 4 hours to convert EDT to UT:
21:30 + 4 = Monday, June 1, 1997, 25:30 UT
If sum is greater than or equal to 24:00, add 1 day to date and subtract
24 hours from time:
Monday, June 1, 1997, 25:30 UT = Tuesday, June 2, 1997, 01:30 UT
