Thanks, as usual, for keeping me on my toes! ;)

For someone at 3.5"/px, I am cool with astrometry to 1/3 of a pixel. An 
astrometrist I ain't!

I am not blaming wcstools. I am thinking the tycho catalog I have is 
either at a non-J2000 epoch or something like that or I am somehow 
screwing up a parameter relating to epoch or something. I don't know 
but right now it is much worse than 1/3 of a pixel.

I will definitely check out autoast as it will be nice to keep 
everything in IRAF.
