[Aavso-photometry] Campaign tracking suggestion

I think it's great that we have various special observing campaigns 
under way to support professional observing projects, but I'd like to 
have a page or link that would reference the currently active campaigns, 
with links to the relevant campaign descriptions.

Aaron had to send a reminder recently that the Var Her '04 campaign was 
still on-going.  We have a lot of balls in the air, so to speak, and 
such a quick reference might help keep some of them from being dropped.
