Hi Ed,
This CV has a reasonably long cycle time, going into outburst about
once per year. Normal quiescence is about 19th; normal outburst
is about 13th. It is considered of the UGSS subclass.
Your report of 14.75 is a bit suspicious, because there is a companion
star at V=14.73 that is 16arcsec to the south, and because of your
large errors. A decent chart is available through VSP (especially
the DSS image option); a photometric sequence is available at
ftp://ftp.aavso.org/public/calib/sumner/v1060cyg.seq
There are over a thousand cataclysmic variables, and reporting the
recent outbursts of each one would inundate most lists. Usually
only the rare objects warrant an alert: the WZ Sge stars and other
CVs with cycle times longer than a couple of years. If you feel
you have detected an outburst of one of these, more appropriate
maillists for rapid dissemination to the appropriate people are:

The current maillist, aavso-photometry, is usually used for discussions
about technical aspects of photometry and not for alerts or postings
of observations. However, this is not a hard rule, especially if you
are looking for confirmation or want assistance in determining
the reliability of an outburst measurement.
