[Aavso-photometry] PCObs and Webobs magnitude's decimal place difference

I strongly support the option of reporting to three decimal places for CCD
observers. If WebObs will take them, PCObs should be able to accept and send
them.

Let us know when you're ready for Beta testing, Lenny. I'll be glad to help.

A new version of PCObs is being prepared for the new data format.

Whether or not more than one decimal place will
be allowed has not been determined. It is usually
thought that visual estimates are only accurate to 1/10 mag.

Check with HQ if you have strong feelings on this question.
