I agree.
One of the supposed benefits of CCD observations is higher precision. Furthermore,
while the precision of three decimal places is not always justified, reporting to
such avoids "blocky data", the result of rounding data to even 0.01 mag precision.
This is often seen when doing asteroid lightcurve analysis where the amplitude of the
entire curve can be 0.05-0.07 mag (same for Delta Scuti stars, too). In this case,
rounding to the nearest 0.01 mag can start to take on a significant portion of the
entire amplitude. If reasonably determined errors are included with the observations,
let the user of the data apply his own weighting after the fact and not the database
storage system before.
