Lenny et al,
There are many fine visual observers who routinely achieve a precision
that justify two decimal places. See, for example, the visual observations
made by Sebastian Otero, which have been shown to agree with nearly-
simultaneous PEP to within 0.05 magnitude, usually to 0.01 magnitude.
There are undoubtedly other visual observers who can, or do, acieve that
precision, but I am not familiar their work.
It isn't empty hyperbole to say that the value of his observations to
the
understanding of many types of variable stars is incalculable. To loose
that
precision would be a sad loss.

A new version of PCObs is being prepared for the new data format.
Whether or not more than one decimal place will
be allowed has not been determined. It is usually
thought that visual estimates are only accurate to 1/10 mag.
Check with HQ if you have strong feelings on this question.
