[Aavso-photometry] New Web-obs format

Aaron - for those who love the pain and use IRAF, one can output data
in any format one wants, as you know. But, the old format for direct
submittal often didn't have enough space in the columns for some of
the input requested. If you are taking comments on a new format, I
would submit that it would be nice to have wider fields, and that
they just be whitespace delineated if possible.
