newly submitted data has a special status. It resides in a temporary file
that is searched when you do a quicklook dump or a light curve generator plot,
but does not reside in the actual AAVSO observation database. We must first
quality-check the data before it gets added.
When you ask for a data download on a star, you get only the data that
has passed the quality control (called validation). So if you recently
submitted an observation, you may or may not have it included in the download,
depending on the validation status.
