[Aavso-photometry] Format of downloaded data: columns 15 and 16 are switched.

 Thanks for the note and I have confirmed this. Instead of changing
the format, I'm going to change the format documentation. Many people
have already written software that reads this format and I don't want
to ask them to have to update it. I'll put a note on the home page as
well. Thanks again.
