The difference can depend on angle of sun (i.e., season), the propagation 
path, etc.  There can and will be day to day variations. Can you look at the 
signal after amplification and before rectification by using an 
oscilloscope?  Turning the gain all the way up could possibly overload the 
amplifier.  Try turning the gain down and measure with your voltmeter to see 
if the proportion remains about the same : (19 - 32 mv) going to, say, (9 - 
16 mv).
